NOTICE OF PROPOSED CONTRACT ACTION The 311th Human Systems Wing (HSW)
is an acquisition and technology development wing in Air Force Materiel
Command. HSW intends to acquire professional, administrative and
management support services under three (3) Indefinite
Delivery/Indefinite Quantity, Time-and-Material type contracts. One
award will be made to a large business, one award will be set aside for
small business and one award will be an 8(a) set aside. The Standard
Industrial Classification (SIC) Code is 8731 and the size standard is
1,500 employees. Task orders will be issued on an as-needed basis for
a five-year ordering period with a six-year period of performance with
an overall program ceiling of $150 million. HSW's principal product
activities include: development and fielding of life support, chemical
defense, aeromedical and training systems in the Systems Program
Office, presentation of biomedical educational courses in the School of
Aerospace Medicine, presentation of acquisition educational courses in
the Systems Acquisition School, support for the Air Force
environmental, safety and occupational health programs, research
program support for the Human Effectiveness Directorate of the Air
Force Research Laboratory. HSW is host to the Air Force Center for
Environmental Excellence as well as detachments from the Army, Navy and
Marines. HSW has a need for broad mission support to include, but not
limited to the following disciplines: communications/computer
infrastructure support, webpage design and development, medical program
systems support, medical consultation services, medical laboratory
testing, basic and applied research support, engineering, studies and
analyses, business management support, conferencing, training/course
presentation, international program management support, environmental
compliance support as well as weapon systems and environmental
pollution prevention and compliance programs support. Due to the broad
nature of this procurement and the diverse organizations requiring
support, organizational conflicts of interest will be considered at the
task order level. The solicitation for this procurement will be
released in its entirety via the Internet. No hard copies will be

solicitation is anticipated on or about 15 June 1999. Proposals will be
due thirty (30) calendar days after the release date of the
solicitation in accordance with FAR 5.203(c). Award will be subject to
the availability of funds. An Ombudsman has been appointed to address
concerns from offerors or potential offerors during the proposal
development phase of this acquisition. The Ombudsman does not diminish
the authority of the program director or contracting officer, but
communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
