Specialist, 301-496-6546 It is the intent of the National Library of
Medicine (NLM) to negotiate on a sole source basis with the University
of Pittsburgh, Pittsburgh, PA under the authority of FAR 6.302-1(a)
for expanded deployment, enhancement, and evaluation of the Image
Engine Multimedia Patient Record System (Image Engine) at the
University of Pittsburgh Cancer Institute. Image Engine, a unique and
technically innovative system which integrates clinical images and
text-based patient date, was developed by the University of Pittsburgh
and is currently in routine use by some oncologists and for some
patients at the University of Pittsburgh Cancer Institute (UPCI). The
purpose of this contract is to: 1) scale up the deployment of the Image
Engine system to virtually all UPCI oncologists and patients and to
another hospital facility; 2) incorporate oncology protocol data into
the Image Engine multimedia patient records and test use of emerging
National Cancer Institute data standards and tools for clinical trials;
3) investigate increased use of controlled vocabulary and Unified
Medical Language System (UMLS) technology in data creation; and 4)
evaluate the impact of the system on UPCI operations and patient care
objectives. As the developer of the Image Engine system, University of
Pittsburgh is uniquely qualified to rapidly expand its deployment
throughout the UPCI, to modify the system efficiently, and to evaluate
its impact on UPCI operations and patient care. Because the evaluation
necessarily involves access to confidential patient information, it is
most efficiently and safely done by the institution responsible for
care of the patients involved. NLM has determined that the University
of Pittsburgh is the only source capable of providing the necessary
services without substantial duplication of costs and unacceptable
delays. This notice of intent is not a request for competitive
proposals, nor is a Request for Proposals available. However, all
proposals received within forty-five days after the date of publication
of this synopsis will be considered by the National Library of
