FOREST-WIDE PROSPECTUS: The Kisatchie National Forest in Louisiana plans to award a firm-fixed-price with economic price adjustment requirements contract for a base period encompassing the remainder of Fiscal Year 1999 with an option to extend the contract one additional year (Fiscal Year 2000). Approximately 5 miles of landline location work is anticipated during FY99. Orders for survey work will range in size from 0.10 to 1.0 mile for landline location and monumentation work. The survey work could be on any one of the five (5) Ranger Districts, four of which are within a 50-mile radius of the Alexandria/ Pineville, LA, area and one is within a 110-mile radius of the same area. The Kisatchie NF encompasses all and/or portions of the parishes of Rapides, Grant, Winn, Vernon, Natchitoches, Claiborne, and Webster. This action (SIC 8713) has been set aside for "Emerging Small Businesses" (a small business whose size is no greater than 50% of $2.5 million -- $2.5 million being the average annual gross revenue for the last three fiscal years). To be considered, qualified firms must complete and submit SF-254 (Architect-Engineer and Related Services Questionnaire) and SF-255 (Architect-Engineer and Related Services Questionnaire for Specific Project) BY CLOSE OF BUSINESS JUNE 7, 1999 to Brenda M. Maxey, Contract Specialist, R8/R9 Western Operations Center -- Procurement, 2500 Shreveport Hwy, Pineville, LA 71360-2009. Selections of firms for negotiation purposes shall be determined by an evaluation process based upon the evaluation criteria listed below. The three highest ranked firms shall be submitted to the source selection official -- negotiations shall be conducted first with the highest ranked firm. EVALUATION CRITERIA: The following evaluation criteria shall be used in the evaluation process -- EACH FIRM SUBMITTING THE SF-254 AND SF-255 SHOULD ENSURE THAT THESE CRITERIA ARE SPECIFICALLY ADDRESSED IN THEIR SUBMISSION. (1) Firm's professional qualifications for satisfactory performance of the project -- Firm must have a surveyor currently registered in LA on staff. (2) Specialized experience and technical competence in the type work required (qualifications and experience of key personnel that will be assigned to the project, including technical skills, project coordination, and management skills. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with government agencies and/or private firms in terms of cost control, quality of work, and compliance with performance schedules with particular emphasis on contract work performed in rural, wooded terrain similar to the project areas to be surveyed under this contract. (5) Knowledge of local surveying history and practices, records repositories, and land ownership patterns. (6) Business location in the general geographical area of the project and knowledge of the locality of the project areas. (7) The volume of work previously awarded by the Forest Service with the objective of effecting equitable distribution of the contract among qualified firms, including minority firms that have not had prior Forest Service contracts.
