William A. Bailey, 215-656-6932 Acquisition of an inland river style,
steel towboat to serve the U. S. Army Corps of Engineers, St.Louis
District (CELMS), in support of its mission. The vessel's dimensions
will be approximately 51'-0 long by 19-feet wide. The design draft will
be 5'-3" to the lower most extremity. The vessel will be twin screw
with an approximate total of 880 HP. The vessel's mission is to provide
towing and tender service to other District plant. The vessel shall be
suitable for year-round operation in both shallow, and ice and
drift-strewn rivers of the Mississippi River Navigation System. The
vessel will be designed, built and classed to American Bureau of
Shipping rules for Steel Vessels on Rivers and Intracoastal Waterways.
The towboat shall be a twin-screw, open propeller diesel powered
vessel with an all-welded steel hull and superstructure. A full
spectrum of testing to prove the design and engineering concepts is
required. The solicitation will be a "design-build" type based upon a
Concept Design prepared bythe U. S. Army Corps of Engineers Marine
Design Center. The resultant contract will utilize the Marine Design
Center's three phase contracting methodology. Bonding is required and
Liquidated Damages will be specified. One copy of the plans and
specifications will be furnished to interested bidders on CD-ROM at no
charge. Additional copies will cost $5.00 each. Bidders are
responsible for printing paper copies. Interested firms may request a
CD-ROM by contacting the above named individual. Checks for additional
copies of the CD-ROM must be made payable to "USACE Finance Center,
Millington". The solicitation will be issued on (or about) June 21,
1999, and will close on (or about) July 12, 1999. As required by DFARS
204.7300, a contractor must be registered in the DoD Central
Contractor Register database in order to be eligible for award.
Instructions will be included in the solicitation. The solicitation is
100% set aside for small business. The SIC code is 3731 and the size
standard is 1000 employees. Award of the contract will be made as a
whole to one bidder. Affirmative action to ensure equal opportunity
