Standards and Technology (NIST) intends to enter into a sole source
purchase order with ISCIENCES, L.L.C., Principal Investigator: Mr.
Michael Metzler, 220 E. Huron, Suite 270, Ann Arbor, Michigan under the
authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)
Soliciting from a single source. This procurement is for the
preparation of a preliminary protocol for Bidirectional Reflectance
Distribution Function (BRDF) performed at NIST that shall enable
effective computer graphic rendering of the material appearance. This
procurement shall also include the assessment of the requirements for
a new general purpose BRDF database for use in computer visualization,
environmental monitoring and military applications. This includes the
evaluation of the Oregon BRDF Library software for its suitability as
a prototype. The principal investigator who will be fulfilling this
requirement is Mr. Michael Metzler. Mr. Metzler is uniquely qualified
to perform these tasks because he is a leader in the modeling of
material optical properties for remote sensing. He was the principal
architect and developer of models and algorithms for the
Nonconventional Exploitation Factors Data System (NEFDS) database,
which is a system of hyperspectral data and algorithms for estimating
material optical properties. The NEFDS database is a BRDF database that
is widely used in the intelligence community. He was also a senior
research staff member at the Environmental Research Institute of
Michigan, a center of research in remote sensing for environmental
applications. The Government anticipates the award of a firm-fixed
price purchase order. The period of performance for this requirement is
less than one year from contract award. This notice of intent is not a
request for competitive proposals. Written responses to this synopsis
shall contain sufficient documentation to establish a bonafide
capability to fulfill the requirement. A solicitation is not available.
