Prevention (CDC) intends to negotiate with and award a contract to
INFO-STAT, Centre d'Etudes Statistiques/Information Appliquee, Bamako,
Mali, West Africa. The award will be made on a sole source basis for
professional services under SIC code 8733 with size standard of $5
million average annual receipts for the three fiscal years. The vendor
will be required to establish a computerized set of quantitative
sexual behavior data and data tables with the variables of interest
from up to 5 sentinel risk groups residing in up to 7 urban locations
throughout Mali. Prepare interview instruments in both French and
Bamanan, the primary local language in Mali, and training materials for
supervisors and interviewers will be adopted from existing materials
for each sentinel group. Other that full and open competition is
authorized pursuant to 41 U.S.C. 253(c)(1),FAR 6.302-1. The minimum
qualifications include, but are not limited to the following: The
vendor must have previous experience in organizing and conducting
surveys in French and Bamanan, the primary local language used in urban
areas of Mali. This experience should include adapting, translating and
back-translating interview instruments; recruiting, training, deploying
and supervising qualified supervisors and bi-lingual male and female
interviewers; data cleaning, management and entry; use of data analysis
programs STATA and SPSS; production of data tables; preparation of
study reports. Qualified vendors have 15 days from date of this
synopsis to submit a capability statement delineating their ability to
provide these services. Such qualifications will be used solely for
the purpose of determinating whether or not to conduct this procurement
