Services Administration = (SAMHSA), Center for Mental Health Services
(CMHS), intends to solicit = proposals on a limited competitive basis
from eligible "public and = non-profit private entities," pursuant to
Section 565, subsection = (b)(2) of the Public Health Service Act to
provide Training and = establish a Training and Technical Assistance
Center for the = Comprehensive Community Mental Health Services for
Children and Their = Families Program. A one-year cost reimbursement
type contract with four = one-year option periods is anticipated on a
other than full and open = competition, consistent with the Federal
Acquisition Section 6.302-5. = The purpose of this acquisition is to
provide support to current and = newly funded grantee Program in
developing and implementing home and = community-based systems of care
for children, adolescents, and their = families with serious emotional
disturbance. =20 The successful offeror must be eligible under the Act,
they must have = extensive current experience and a track record of
accomplishments in = developing and delivering technical assistance,
including providing = highly focused training and technical assistance
materials to address = the broad array of issues related to developing
systems of care, = including family involvement, infrastructure,
clinical treatment, = supportive services, finance strategies and
public policy. It is = essential that the personnel and consultants
involved in this contract = exhibit competencies appropriate to the
unique needs and complexities = of children, adolescent, and their
families with serious emotional = disturbance. =20 The specific
objectives are: (1) to provide grantees with the guidance = and
resources needed to conduct a strategic planning process that will =
produce technical assistance plans to support=20 local system of care
development goals; (2) to coordinate the design = and delivery of
technical assistance to promote the collaborative = involvement of
grant sites, federal agencies, national and program = partners in the
operation of the Technical Assistance Center; (3) to = establish formal
collaborative efforts with other appropriate national = technical
assistance centers; (4) to develop and implement a system for =
monitoring accountability that will include review activities to =
measure the effectiveness and efficiency of the Technical Assistance =
Center. To qualify, organizations must be knowledgeable and have prior
= experience and expertise necessary in developing, delivering, =
administering and managing a technical assistance center using a =
decentralized model that ensures services are field-driven, culturally
= competent and effective. The offeror must have the experience and
the = capacity to integrate knowledge of systems of care, children's
mental = health, technology transfer models, quality improvement
mechanisms and = leadership principles into the operation of the
Technical Assistance = Center. Estimated issuance date of RFP No.
280-99-8019 is scheduled for = issuance on or about 15 days after
publication of this notice and will = close 45 calendar days
thereafter. This solicitation may be obtained two ways; electronically
