synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP). Specifications for
Thermal Gravity Analyzer/Differential Scanning Calorimeter (TGA/DSC):
1. The instrument shall be capable of being configured so a gas
chromatograph, infra-red spectrometer and/or mass spectrometer maybe
added at a later date for gas analysis in real time during the TGA/DSC
analysis. 2. Temperature range: -100 to 600 C. LN2 dewar or capability
to use DuPont model LNCA. 3. Temperature calibration with software
control. 4. Heat capacity calibration so instrument can quantitatively
determine enthalpy and heat capacity changes during thermal events.
The instrument must be capable of true heat flux DSC and not simple
DTA. 5. Temperature sensitivity for DSC: 0.001 C. 6. Heating rates from
0.1 to 50 C/min in 0.1 C increments throughout the temperature range.
7. Balance sensitivity: 0.5 micrograms. 8. Baseline TGA buoyancy drift
less than 20 micrograms. 9. DSC measured baseline noise less than 20
microwatts. 10. Minimum capacity of TGA balance 400 mg. 11. Small
furnace volume designed for low swept volumes and gas purge rates that
are amenable to evolved gas analysis. Adjustable flow rate to
accommodate evolved gas analysis. 12. Sample mass determined by null
deflection vertical balance. 13. Sample compartment can be evacuated to
0.01 torr. 14. Purge rates up to 2 L/min. 15. Rapid furnace cooling
rate which can be controlled with LN2. 16. Programmable furnace
movement. 17. Ability to collect data when computer is off-line. 18.
True multi-tasking using Windows 95, 98, or NT4 based software package
so data can be transferred to Word, Excel, or similar programs. 19.
Network ready instrument monitoring/data analysis and real time
instrument monitoring from remote work stations while operator is using
main controller at instrument site. 20. Microvolt signal is calibrated
to degrees during data collection and real time display. 21. Choice of
Al, Au, or Pt crucibles. 22. Instrument control in method of analysis
can accommodate up to 25 method segments, including isothermal,
repeated loops, triggering or external devices, ability to change data
collection rates between segments, instant purge gas switching and PID
loop control. Run Sequencing included in software for extended or
complex operations. 23. Unlimited number of stored methods of analysis,
and unlimited number of stored and customized calibration sets,
allowing ease of interchangeability to suit analysis conditions. 24.
Software supports ISO9000 and GLP and user security levels and
administrator privileges. 25. Analyzed data scans can be saved
as-analyzed in a fresh file for each analysis treatment, and can be
imported directly into other software applications (cut and paste) in
either the graphed data scan or numerical spreadsheet format. 26.
1-year warranty on labor and initial parts warranty. This cover labor
and travel for 2 on-site visits including one calibration to be
performed at the end of 1 year and one repair call if necessary. 27.
Trial period of 60 days where the product can be returned with payment
to cover parts that must be replaced due to usage. The provisions and
clauses in the RFQ are those in effect through FAC 97-11. This
procurement is a total small business set-aside. See Note 1. The SIC
code and the small business size standard for this procurement are 3823
and 500, respectively. The quoter shall state in their quotation their
size status for this procurement. All qualified responsible business
sources may submit a quotation which shall be considered by the agency.
Delivery to KSC is required within 70 days ARO. Delivery shall be FOB
Destination. The DPAS rating for this procurement is DO-C9. Quotations
for the items(s) described above may be mailed or faxed to the
identified point of contact specifying proposed delivery schedule,
discount/payment terms, warranty duration (if applicable), taxpayer
identification number (TIN), identification of any special commercial
terms, and be signed by an authorized company representative. Quoters
are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:
http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation.
Quoters shall provide the information required by FAR 52.212-1. If the
end product(s) quoted is other than domestic end product(s) as defined
in the clause entitled "Buy American Act -- Supplies," the quoter shall
so state and shall list the country of origin. The Representations and
Certifications required by FAR 52.2l2-3 may be obtained via the

52.212-4 is applicable. FAR 52.212-5 is applicable and the following
identified clauses are incorporated by reference: FAR 52.222-35,
52.222-37, and 52.225-3. Quotations are due by May 24, 1999 to the
address specified above. Selection and award will be made to the lowest
priced, technically acceptable quoter. Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement. Quoters must provide copies of the
provision at 52.212-3, Offeror Representation and Certifications --
Commercial Items with their quote. See above for where to obtain copies
of the form via the Internet. An ombudsman has been appointed -- See
Internet Note "B". It is the quoter's responsibility to monitor this
site for the release of amendments (if any). Potential quoters will be
