Warfare Center Division, Newport, anticipates acquiring by negotiation,
services to support the Special Project Program Office. The Statement
of Work will cover environmental influences relative to sonar, weapons,
weapons systems, combat systems; U.S./Threat Combat System/Platform
Analyses; Test Plans and Procedures; Platform Self-Defense, Torpedo
Defense, and Mine Defense; Special Operations, Future Defense Power
Studies, etc. The resulting contract will be an Indefinite
Delivery/Indefinite Quantity type with Cost Plus Fixed Fee, Term and
Completion provisions. The period of performance will be five years
from the date of contract award. The total estimated level of effort is
730,000 man-hours. This is a follow-on effort to contract
N66604-95-D-0047 with Analysis & Technology, Inc. Award will be made of
the basis of Best Value to the government. The government reserves the
right to make multiple awards if determined to be in the best
interests of the government. The evaluation factors will be Personnel,
Past Performance and Cost. Key Labor categories are as follows:
Principal Systems Engineer -- 30,000 hours; Principal Analyst -- 20,000
hours; Systems Test Manager -- 10,000 hours; Sr. Systems Engineer --
25,000 hours; Sr. Test Engineer Technician -- 30,000 hours; Design
Engineer -- 10,000 hours; Systems Engineer -- 20,000 hours. All
responsible sources may submit an offer which will be considered. Our
