493-6153 22 -- The Federal Railroad Administration (FRA) intends to
negotiate, on a sole source basis, with the National Railroad Passenger
Corporation (AMTRAK) for the acquisition of a surplus, former
Metroliner passenger coach which FRA intends to convert into a
high-speed track geometry test car for use in the Northeast Corridor
and other potential high-speed rail lines. A specific surplus passenger
coach presently owned by AMTRAK has been identified for this purpose.
AMTRAK is the unique source for this particularly desired railroad car
and the applicable authority for this procurement is 41 U.S.C.
253(c)(1) as implemented by FAR 6.302-1, "Only One Responsible Source."
