The Defense Threat Reduction Agency (DTRA) has a requirement to
neutralize, dismantle, destroy, and dispose of all salvageable and
unsalvageable missile fragments from 63 Pacific Fleet SLBMs. This
consists of 4 SS-N-8s and 43 SS-N-18s that have already been
transported to the State Enterprise Krasnoyarsk Machine Building Plant,
and an additional 16 SS-N-6s that still need to be transported and
defueled from Yuzhnorechensk to the State Enterprise Krasnoyarsk
Machine Building Plant. Other requirements include: Load and transport
fuel and oxidizer from the 16 SS-N-6s to Russian Federation Ministry
of Defense storage facilities; Inspect, repair, and re-certify SS-N-6
missile handling and transportation equipment; Inspect, refurbish, and
re-certify facilities and equipment for neutralizing and eliminating
SLBMs; Re-certify and calibrate volumetric and chemical analysis
measurement devices used for the SLBM neutralizing operations; Acquire,
refurbish, install, and operate two (2) heptyl neutralization process
effluent incinerators and two (2) amyl neutralization process effluent
incinerators; and refurbish and re-certify the industrial wastewater
treatment plant for processing of heptyl and amyl effluent from other,
non-neutralizing, SLBM elimination operations. DTRA plans to award a
sole source contract to the State Enterprise Krasnoyarsk Machine
Building Plant, Republic of Russia. Any other firm desiring
consideration must fully identify its capability to perform this
requirement within the time and budget allotted. See Note 22.
