(SSS) at Arlington, VA has a requirement for Electronic Publishing and
Design Specialist from date of award for six months. This requirement
is in support of the Office of Public and Congressional Affairs. The
offeror shall serve as a principle designer and creator of Selective
Service System materials which convey information by visual means. This
includes responsibility for assisting Public Affairs Specialist with
the layout and design of publications aimed at internal audiences and
the public; accomplishing photography within the Agency; development of
designs and coordination of content for all Agency electronic
publishing via the Internet; assisting other Agency divisions with
designs for Intranet pages; preparation of charts, diagrams and
graphics for use in presentations; and design and creating of Agency
representation materials, such as plaques and exhibits. The offeror
shall be responsible for contacts with a variety of publics to explain
or interpret materials produced as they relate to Agency policies and
procedures. The Contract Line Item Number (CLIN), quantities and unit
issue are as follows: CLIN 0001, Electronic Publishing and Design
Specialist, eight (8) hours a day one day-per week. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) subpart 12.6 as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation. Quotations are being
requested and a written solicitation will not be issued. Solicitation
SSS-99-R-0002 is issued as a request for quotations (RFQ). The
solicitation document and incorporated provisions are those in effect
through Federal Acquisition Circular 97-10. This action is
unrestricted. The Standard Industrial Code (SIC) code is 7336. The
small business size standard is $5.0 Million. The Government will award
a purchase order resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the Government, price and other factors considered
under authority of FAR clauses 52.212-2, Evaluation-Commercial Items.
Evaluation will include the following: Knowledge of the principles,
methods, practices and techniques of visual communication i.e.,
superior layout, design and illustration skills. Demonstrated skill in
using Hypertext Markup Language (HTML) authoring software to design
complex and graphically pleasing Internet Web pages. Demonstrated skill
in using desktop publishing software such as FrontPage, Freelance,
Photoshop, Illustrator, PageMaker, etc,. The offeror shall submit a
sample copy or portfolio of work conducted from April 1, 1998 through
April 1, 1999 with names and numbers that may be contacted. Offeror
shall comply with the provision at FAR 52.212-1, Instructions to
Offerors-Commercial Items and submit a sufficient description of the
items being offered in order to evaluate compliance with the
requirements in this solicitation. The clause at FAR 52.212-4, Contract
Terms and Conditions Commercial items, applies to this acquisition.
Also the clause at 52.212-5, Contract Terms & Conditions required to
implement Statutes or Executive Orders Commercial Items, applies to
this acquisition, including paragraph B, subparagraphs(6) 52.222-26,
(7) 52.222-35,(8) 52.222-36, (9) 52.222-37, and paragraph C,
subparagraphs (1) 52.222-41 and (2) 52.222-42. Wage Determination
Number 94-2103, Revision 17, dated July 9, 1998 is applicable to
performance in the District of Columbia, Maryland and Virginia and is
available upon request. Offers are due by 3 PM EST on May 20, 1999 and
must include a copy of the provisions at 52.212-3, Offeror
Representations and Certifications Commercial Items which may be
