AND DESIGN SERVICES ON MISCELLANEOUS MILITARY AND CIVIL PROJECTS

Schaefer, Contracting Division, 918-669-7041 1. CONTRACT INFORMATION:
A minimum of two Indefinite Delivery Contracts will be awarded for
Engineering and Design Services on Miscellaneous Military and Civil
Projects assigned to the Tulsa District. This is not a request for a
proposal and there is no bid package. Contractors will be selected for
negotiations based on their qualifications submitted in accordance
with this announcement. This procurement is unrestricted. The first
contract is anticipated to be awarded by September 1999. The total
cumulative amount for each contract will not exceed $1,000,000 for the
base year period with no single task order to exceed $1,000,000. The
contracting officer may exercise an option to extend the contract for
a second and a third 1-year period with an additional cumulative amount
not to exceed $1,000,000 and no single task order to exceed $1,000,000.
Should the cumulative contract amount reach $1,000,000 prior to passage
of 365 days, the option for the second year and an additional
$1,000,000 of services may be exercised. After the first option has
been exercised, should the cumulative contract amount reach $2,000,000
prior to passage of 730 days, the option for the third year and an
additional $1,000,000 of services may be exercised. If a large business
is selected for this contract, it must comply with FAR 52.219-9
regarding the requirement for a subcontracting plan on that part of the
work it intends to subcontract. The plan is not required with the
submittal. For your information, the subcontracting goals for Tulsa
District are 65% for small business, 10% for small disadvantaged
business, and 5% for women-owned business. 2. PROJECT INFORMATION: Work
under this contract can include, but not be limited to, any or all of
the following: various engineering and design studies for miscellaneous
military or civil projects; cost estimating; economic benefit analysis;
technical report writing; preliminary and/or final designs for
buildings, structures, utilities, site improvements, or pavement; and
construction phase services. 3. SELECTION CRITERIA: See Note 24 for
general selection process. The selection criteria in descending order
of importance are: a. Specialized experience and technical competence
in (1) recent design of new and/or renovated military and civil
facilities, (2) construction cost estimating and preparation of
estimates on IBM-compatible personal computers using Corps of Engineers
Computer-Aided Cost Estimating System (M-CACES Gold) (software to be
provided), (3) producing CADD drawings in Bentley's Microstation
Version 5.0.95 (or newer version) and Autocad Version 14 depending upon
the end-user's needs, (4) producing quality designs, (5) ability to
access Automated Review Management Systems (ARMS) via modem, and (6)
construction phase services. b. Qualified registered professional
personnel with experience in the following disciplines, but not limited
to: architects and civil, corrosion control, electrical, environmental,
fire protection, geotechnical, mechanical, and structural engineers.
Other required team members are CADD operators, estimators, interior
designers, landscape architects, specifications writers, and surveyors.
c. Past performance on DoD and other contracts with respect to quality
of work, compliance with delivery schedules, and cost control. d.
Sufficient capacity to respond quickly, mobilize qualified personnel,
and produce quality results under short deadline constraints on
multiple task orders. e. Geographical location with knowledge and
familiarity of site locations, conditions, materials and supplies
availability, and applicable regulatory requirements, f. Volume of DoD
contract awards in the past 12 months as described in Note 24. g.
In-house capabilities will weigh heavier than subcontracted work. 4.
SUBMITTAL REQUIREMENTS: See Note 24 for general submittal requirements.
Interested firms having the capabilities to perform this work must
submit one copy of SF 255 (and a SF 254 for the prime firm and all
consultants) to the above address no later than 4:30 p.m. on June 28,
1999. Submittals via facsimile will not be accepted. The SF 255 should
specifically address the requirements of this announcement. Responding
firms are requested to clearly identify all computer capabilities in
Block 10 of the SF 255. Also in Block 10 of the SF 255, desribe the
firm's design quality control plan, including coordination with
subcontractors. Cover letters and extraneous material are not desired
and will not be considered. Personal vists to discuss these contracts
will not be scheduled. Solicitation/bid packages are not provided. This
