Amendments will be posted on the web site for downloading. This will
normally be the only method of distributing amendments; therefore, IT
IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR
ANY AMENDMENTS TO THIS SOLICITATION. THIS SOLICITATION IS BEING
ADVERTISED ON AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN
COMPETITION. The project, located at Barksdale AFB, LA, is for the
construction of a new one-story, high-bay gymnasium and associated site
work. This is a "green building" project. The estimated construction
cost for this project is between $5,000,000 and $10,000,000.00. The
maximum completion schedule is 395 days from contract award. The
structure will be a one-story high-bay gymnasium with mezzanine level
jogging track and mechanical areas combined with one-story support,
administration, and activity spaces. The majority of the project is
supported by load bearing masonry. The high-bay area is covered with a
barrel vaulted metal roof on long-span bar joist trusses. Support
areas are covered with a low-sloping roofing system on bar joist
framing. Proposals will be evaluated based on price and other
price-related factors and the following technical factors, which are of
equal importance: (1) Past Performance, (2) Small Business
Subcontracting Effort, (3) Technical Qualifications, (4) Management
Approach and (5) Equipment. The price proposal will consist of the Base
Proposal and Completion Schedule Credit. The price and technical
proposals are of equal importance. Award will be made to the offeror
whose price and technical proposals provide the best value to the
