synopsis/solicitation for commercial items prepared in accordance with
format in FAR subpart 12.6. This announcement constitutes the only
sdolicitation; quotes are being rquested and written request for
quotation will not be issued. (ii) Solicitation N61337-99-Q-0042 is
being issued as a Request For Quotation (RFQ). (iii) The solicitation
document and incorporated previsions and clauses are those in effect
through Federal Acquisition circular 97-09. (vi) This acquisition is
restricted as a 100% small busdiness set aside. The associated standard
industrial clasification code (SIC) is 3582. (v) The following is a
list of contract line item numbers. item descriptions, quantities, and
units.: 0001-Waste Treatment Unit to include installation, two copies
of operator/maintenance manuals, on-site training. Quantity-1.
Unit-Each. 0001AA-Surfactant, 55 Gal Drum. Quantity-1. Unit-Each.
0001AB-Filter Bags. Quantity-10. Unit-Package. 0001AC-Replacement
Cutter Blades. Quantity-1. Unit-Set. (vi)(a) General specifications of
Waste Treatment Unit: Treatment unit must sterilize medical waste
using proven technology to a minimum of 4 log 10 reduction. Steam
sterilization is the preferred technology. The unit should produce a
verifiable sterilization record for each cycle. The unit must be
capable of treating 50-100 lbs per cycle with cycle time of less then
60 minutes. The unit must be able to treat all types of standard
hospital medical wastes including blood units, isolyzer products,
culture plates and sharps. The unit must produce a volume reduction of
less than 75%, preferably in one continuous process so material does
not have to be handled twice. The volume reduction must render the
material unrecognizable. The end product must be safe to go into the
solid waste stream and into the sanitary sewer. Products must meet
OSHA's definition of unregulated waste. There should be no emissions or
odor associated with the process. The unit must be compact enough to
fit into available room-50 square feet ofless. The unit must be
dependable and easy to operate and maintain by in-house staff. Digital
diagnosis capabilities and quick emergency repair service must be
available for the unit. Replacement parts should not be too costly.
On-site training and available service contract required. (b)
Installation: The contractor shall provide all materials, tools,
equipment, and labor necessary to complete installation of the
equipment. (vii) Inspection and acceptance shall be performed at Naval
Hospital, Beaufort, SC. The Treatment Unit shall be delivered FOB
destination, on or before 30 days from the date of award Mon-Fri, 7:30
A.M. to 3:00 P.M. (viii) The following Federal Acquisition Regulations
(FAR) provisions and clauses apply to this acquisition: Provisdion
52.212-1, Instructions to Offeror-Commercial; Offeror shall include a
complete copy of provision 52.212-3, Offeror Representations and
Certifications-Commercial Items, with a copy of its offer. The clause
at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. The clause at 52-212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders -- Commercial Items,
applies to this acquisition. (ix) Each offerer shall review the clauses
and provisions incorporated by reference in paragraph (viii) above.
