Air Traffic Control Interface System Solicitation Release Notification: The Air Force Flight Test Center (AFFTC) requires an Air Traffic Control interface to allow test conductors located at the AFFTC, Edwards AFB, CA, to exchange formatted ATC-like messages with local and en route aircraft. This interface must include a capability to send and receive at least the Automatic Dependent Surveillance (ADS) and Controller-Pilot Data Link Communication (CPDLC) messages as planned in the Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) environment. Additionally, there must be an easy upgrade path to incorporate other aspects of the CNS/ATM environment and other military-specific messages as those requirements become better defined. This requirement was previously synopsized in the CBD on 16 DEC 98 and 2 MAR 99. Solicitation will be released on 21 MAY 99. Responses to the solicitation that fail to provide the required capability demonstration will not be acknowledged.
