This is a Directed Conversion under OMB Circular A-76, for United States Strategic Command Intelligence Directorate (USSTRATCOM/J2), Offutt AFB, NE. Services are currently being provided by military personnel. A Directed Conversion is permitted when services, currently performed by military personnel, are "converted" to contract performance, and is dependent on the price comparison with in-house performance without a formal cost-comparison study. The solicitation will be released on or about 11 Jun 99. A pre-solicitation conference and site visit will be held on or about 22 Jun 99, and proposals will be due 21 Jul 99. Past performance information will be due prior to the proposal due date. Contract award is anticipated by 15 Nov 99. A transition period will begin 1 Jan 2000, and full contract performance will begin 1 Apr 2000. Contract performance periods will consist of a base period of six months, and five, one-year options. During each of the contract performance periods, services will be required in the following areas: (1) Help desk support, 24x7, on a fixed-price basis; (2) Technical support, including network operations, systems administration, applications data support, systems security, exercise support, crisis operations support, and on-call support, all on a cost-reimbursement basis; (3) Travel and other direct costs, on a cost-reimbursement basis; (4) Optional tasking for communications and network support, on a cost-reimbursement basis; (5) Optional tasking for Windows NT support, on a cost-reimbursement basis. Offerors will propose a base fee and an award fee. All services will be performed in the LeMay Building, Offutt AFB (USSTRATCOM). All contractor employees will be required to be cleared at the Top Secret/Sensitive Compartmented Information (TS/SCI) level, or be eligible to receive TS/SCI clearances, based on a favorable Special Background Investigation (SBI) within the last five years. The Standard Industrial Classification Code for this acquisition is 7376. This solicitation will be conducted on an unrestricted basis (full and open competition). Large business firms will be required to subcontract at least 12% of the total value of the acquisition to small, woman-owned, and disadvantaged businesses.
