evaluation services for the Air Force Office of Scientific Research,
Chemistry and Life Sciences Directorate AFOSR/NL. The objective of this
effort is to provide AFOSR/NL with independent, high quality scientific
evaluation of proposals and of research efforts using advisors, panel
meetings, contractors' reviews and workshops. AFOSR/NL sponsors basic
research in areas related to chemistry (including theoretical and
computational chemistry, polymeric and organic materials, photonic
materials, inorganic and surface chemistry including tribology,
electrochemistry and chemical sensors, molecular dynamics especially
reactivity in high energy density materials); Biology of Behavior (for
example, neurochemistry, electrophysiology, neuroanatomy, physiology,
multisensory integration); Human Performance (including psychophysics,
psychophysiology, physiological psychology, sensation, perception,
cognition,synthetic task analysis); Toxic Biological Interactions and
Bioenvironmental Hazards (specifically, non-ionizing radiant energies,
heavy metals, and various chemicals of interest to the Air Force);
Biomemetics and Biotechnology; Computer Sciences (e.g., Vision and
Robotics, Modeling and Simulation); and in related programs under
development. AFOSR is seeking qualified sources with prior experience
in administering similar programs to provide the necessary personnel,
accounting, administrative and database management services, and other
resources required for the administration of the review and evaluation
of Chemistry and Life Sciences Programs. Interested sources are
requested to provide a concise capability statement, limited to three
pages, addressing experience relevant to the below described functions,
to include experience in similar programs. Qualified sources must
demonstrate the capability to communicate appropriately with PhD-level
professionals in the scientific areas listed above. Functions required
to administer the program include, but are not necessarily limited to
the following: facilitating proposal evaluation by top experts in
appropriate scientific disciplines, assembling scientific groups to
evaluate, analyze and advise on content and direction of Chemistry and
Life Sciences Programs; organizing workshops to assist in the
definition of new basic research areas proposed by the Chemistry and
Life Sciences Directorate; providing advisors to make presentations and
assist government personnel with analyzing areas of relevant science;
and providing advisors to assist and advise in site visits to research
laboratories. The present contract period of performance ends in Feb
00. The successful offeror will be required to work with the incumbent
contractor, as necessary, to smoothly transition administration of the
program; as well as be required to transition administration of the
contract to a successor contractor when the contract performance period
ends. The proposed service Standard Industrial Classification Code (SIC
Code) is 8741, Management Services, size standard $5.0M. Respondees
should identify if they are a small or small disadvantaged business
based on this SIC code. Reference to past customers for similar
