Under the authority of FAR 6.302, the Volpe National Transportation Systems Center intends to negotiate on a noncompetitive basis with Raytheon Electronic Systems (RES), Marlboro, MA for the following. A lease with option to purchase a Year Two-Thousand (Y2K) compliant Radar Data Processor (RDP), ancillary hardware, and integration to include installation, testing, documentation, and maintenance for the low-cost Airport Surface Detection Equipment (ASDE-X) radar at the General Mitchell International Airport (MKE), Milwaukee, WI. The lease period is for a base period of one (1) year with two (2) one-year options. The ASDE-X is an airport-based, radar sensor system for the detection and tracking of taxiing, landing, takeoff, and stationary aircraft, as well as airport ground vehicles (tru cks and carts). The RDP will process the analog radar outputs from the MKE-base Government Furnished Equipment (GFE) radar (Raytheon Marine Corporation M3625/18CPX-12). The RDP software must be capable of performing automatic clutter suppression, creating and displaying operator-selected airport configuration maps, and tracking aircraft and ground vehicles. Integration of the RDP with the ASDE-X radar will be the responsibility of the contractor. A single award will result from this solicitation.
