Contracting = Officer -- Beatrice L. Woods, 301/443-0043 The Substance
Abuse and Mental Health Services Administration = (SAMHSA) is
soliciting proposals on a full and open competitive basis = from
qualified organizations to award a three year contract to continue =
the national evaluation of the children's mental health services =
programs. The objective of this contract is to evaluate up to 25 =
additional program sites to fulfill the statutory requirements of PL =
102-321 to assess the effectiveness of the systems of care created by
= the grant program. Under this authority, grants support a broad
array = of community-based, family-focused, coordinated services for
children = with a serious emotional disturbance that enable communities
to develop = local systems of care which involve mental health, child
welfare, = education, juvenile justice, and other agencies. The
evaluation of the = Program includes the collection of longitudinal
data to assess outcomes = for children and their families, and to study
the effects of = system-of-care activities on the utilization of
hospitals and other = institutional settings, the barriers to and
achievements resulting from = interagency collaboration in providing
community-based systems of care, = and assessments by parents of the
effectiveness of systems of care. = This contract shall implement some
of the protocols and methodologies = already developed by CMHS and
approved by OMB. To qualify, = organizations must have the experience
necessary to conduct multi-site = evaluations, experience with child
mental health service programs and = state data systems, knowledge of
computer programming necessary to = create and update data files,
knowledge to perform statistical analyses = of the data, experience in
writing reports and articles for multiple = audiences and scientific
journals, and experience providing technical = assistance to sites on
efficient procedures for evaluating children's = services programs.
Request for Proposal (RFP) No. 280-98-8023 is = scheduled for issuance
on or about 15 days after publication of this = notice and will close
30 calendar days thereafter. This solicitation = may be obtained two
ways: electronically or by mail. Electronically: = The file may be
downloaded from the SAMHSA Web Site at = http://www.samhsa.gov. Files
will not be made available on the Web = Site until on or after the
estimated issuance date. Once downloaded, = you should determine if you
have a continuing interest in the RFP. If = so, you must check the
SAMHSA Web Site regularly for any amendments to = the RFP which will
also be there and can be downloaded. We do not = assume responsibility
for assuring that you have downloaded the = amendments. Therefore, you
may wish to write to the Contract = Specialist listed below to request
that copies of the amendments to the = RFP (if any) be sent to you by
mail. By mail: Requests for copies of = the RFP to be mailed must be
made in writing or by facsimile = (301/443-0019), and will be honored
if received within twenty calendar = days after issuance of the
solicitation. Requests receivedafter this = period will be filled on a
first-come, first-served basis until the = supply is exhausted. There
is no assurance that copies requested after = the twentieth day will
reach the requestor before the due date for = receipt of responses.
