The Naval Air Warfare Center Aircraft Division (NAWCAD) requires contractor support to operate their Detachment (DET) in Key West, Florida. The Key West DET supports tests of various devices/concepts in the real-world environment. The Key West facility has boats ranging in size from 192 foot research vessels down to Boston Whalers. This facility provides NAWCAD with the necessary facilities for normal testing requirements; however, on occasion it is necessary to conduct world-wide, extensive, long-range, complicated at-sea exercises. These require augmenting the normal facilities with research vessels, specialized personnel, and short-term use of oceanographic equipment. These special operations may also include diverse geographic areas such as Hawaii, Canada, British Isles, Japan, Iceland, South America, etc. Contractor support services are required in the operation of the Key West Detachment. The services required in the operation of the Key West Detachment including inventory control; operational support; scheduled/unscheduled maintenance; project support; drydocking; technical and engineering; systems support; material handling, maintenance, and protection support; logistics support; communication support; vessel crews; diving support; facility/vessel coordination and planning support; documentation support; metal working, fabrication, and machining support; woodworking; electrical; ordnance certification program; hazardous material program; recycling support; quality assurance; and facilities support. The Standard Industrial Classification code is 8711, and the size standard is $20,000,000. The Request for Proposal maybe accessed through the NAVAIR Home page. This solicitation is full and open with a 20% small business set-aside in the following areas: Inventory Control, Operational Support, Telephone Answering Service and Physical Security. It is anticipated this requirement will be a one (1) base year with four (4) option years cost plus fixed fee type contract. The solicitation will be released on the NAVAIR Home page approximately August 1999. It is anticipated to begin 1 June 2000 and end 1 June 2005 (if all options are exercised).
