THIS SOLICITATION IS BEING ISSUED ON AN "UNRESTRICTED" BASIS, INVITING
FULL AND OPEN COMPETITION. The project title is "Renovation of
Barracks" and includes renovation of barracks at Naval Technical
Training Center, Corry Station, Pensacola, FL. The work is for complete
exterior and interior repair/alterations of Buildings 3715, 3726, 3717
and paratial work on Building 3714. Specially included are selective
demolition of exterior and interior partitions, ceilings, mechanical
and electrical components, etc. New work includes sloped metal roofing
on support structure, new exterior balcony and railings, new stairs,
new partitions and ceilings, painting, finishes, doors, frames,
windows, mechanical, plumbing, electrical and incidental related work.
The entire solicitation, including the plans and specifications, will
be available approximately 15 June 1999 on compact disk (CD ROM) and
will be provided free of charge. In order to receive the documents,
offerors must register themselves on the Internet at
http://www.efdsouth.navfac.navy.mil/eb/ to receive one copy of the CD
ROM. The plans and specifications are also available on the Internet
for viewing and downloading, although the download time may be
excessive. Paper copies of plans and specifications are not available.
The official plan holder's list will be maintained and can be printed
from the web site. Amendments will be posted on the web site for
downloading. This will normally be the only method of distributing
amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE
WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. This
solicitation is formatted as a Request for Proposal in accordance with
FAR 15.6 for a negotiated procurement. The award of this procurement
will be accomplished using the Source Selection Procedures that result
in the BEST VALUE to the Government, price and technical factors
considered. The pricing structure will include Building Nos. 3715 and
3717 in the Base Price and 3726 and 3714 in separate options. Options
(if awarded) will be awarded within 180 calendar days after award of
initial contract. Proposers will be evaluated on Technical Factors as
follows: Factor A -- Technical Qualification Construction Schedule and
Factor D -- Small Business Subcontracting Plan. PROPOSERS ARE ADVISED
THAT IT IS DEFINITELY POSSIBLE THAT AN AWARD MAY BE MADE WITHOUT
DISUCSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED.
Therefore, proposals should be submitted initially on the most
favorable terms. Proposers should not assume they would be contacted or
afforded an opportunity to qualify, discuss, or revise their proposals.
However, the Government reserves the right to clarify certain aspects
of proposals or conduct discussions providing an opportunity for the
offerors to revise their proposals. Firms submitting technical and
price proposals will not be compensated for specifications. The
Standard Industrial Classification Code for this solicitation is 1522:
General Contractors -- Residental Buildings, Other than Single-Family.
The size amount is $17,000,000. Estimated Cost: $5,000,000 --
