Unscheduled construction services in GSA-owned and leased buildings in
Dallas/Collin/Freestone/Grayson Counties, State of Texas, for a period
of one year with two 1-year options. Estimated cost range: Up to
$750,000 per year. Project No. 7IQ-99-DA01, Solicitation No.
GS-07P-99-UAC-2001. Work will include, but not be limited to providing
work in fully occupied buildings or unoccupied buildings. Most of the
work but not limited to will be tenant build-out. The square foot will
vary. Work includes architectural woodwork, mechanical, electrical,
etc. This project is being rocued using informal Source Selection
Procedures which will result in a firm fixed price award to the offeror
which provides the "greatest value" to the Government, with technical
ability being more important than price. Technical proposals, in the
form of a resume of three similar projects, shall be submitted to the
address listed below no later than June 1, 1999 by close of business,
which is prior to issurance of the specifications and drawings. The
term "similar projects" shall be defined for evaluation pruposes as the
following: Construction or repair and alteration for multi-tenants in
10 or greater multi-story office buildings including Federal Court
Space build out, IRS facilities or a combination thereof which were at
least 50 percent occupied and functioning in their intended purpose
during construction of the project. The following factors will be
evaluated are listed in descending order of importance: 1. Past
Performance of the Prime Contractor -- REsume should include references
for "similar projects" as mentioned in this notice (A) Name of the
Project (B) Location (C) Award Amount and (D) Type -- use of facility
and Completion Date. These shall be for similar project scope and
dollar range. Please provide a current telephone number and contact
person's name. References can be Owner, A/E Firm, Construction
Engineer. 2. Past Performance of either Electrical subcontractor,
Millwork Subcontractor and/or Mechanical Subcontractor. Provide the
Name of the Subcontractor and Project Manager, location and
description, scheduled value of the subcontractor's work, Construction
start and completion dates (minimum of 5 years experience on similar
projects). Resume should state how these projects are similar in scope.
Provide the name, address and current telephone number of the person
from each of the following categories which is most familar with the
project referenced above (1) owners, (2) A/E and (3) Construction
Engineer. Evaluation for award will be based on the resume and price.
Award of this contract is contingent upon successful negoitaitons of
reasonable price and best value for the government. However, award may
be made without discusssions. Those that fall within the competitive
range on the technical phase will move to the second phase on pricing.
At that time, the specification will be released for the pricing
phase. All responsible sources will be considered. Submit Technical
