combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation,
F3360199R0025, is a Request for Proposal (RFP). The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 97-11. This is not a small
business set-aside. This is a sole source requirement IAW FAR 6.302-1.
This RFP has 3 line items: Item 0001, Fast Spectrum Analyzer, P/N
SPS550C, 3 ea.; Item 0002,Ethernet Option, 3 ea; Item 0003, Service
Agreement Option, 3 ea. Wright-Patterson AFB (WPAFB) has a requirement
for a quantity of three (3) Fast Spectrum Analyzer, Model SPS550C,
with Ethernet Option and Service Agreement Option. This system provides
unique capabilities needed in order to satisfy current and future
requirements. This analyzer offers the combination of several key
functions needed for future analysis tasks. The SPS550C allows for span
adjustments in 1 Hz increments from dc to 16 MHZ for better signal
isolation and anomaly identification and a larger max FFT size of 3750.
This is crucial for obtaining fine measurements and visual detection of
anomalies. The SPS550C is also a Windows NT based system compatible
with our current lab configuration. Future mission requirements call
for use of the analyzer in ruggedized transportable packaging. Delivery
is required within 26 weeks after award. Delivery location is National
Air Intelligence Center/TAPP, Building 856, 4180 Watson Way,
Wright-Patterson AFB OH 45433-5648. The FOB shall be destination. The
following clauses and provisions apply: 52.212-1, Instructions to

capability, (B) past performance and (C) price. Technical evaluation

Aerospace and Defense Systems Inc, Signal Processing Systems Division,
San Diego, CA. Authority: 10 U.S.C. 2304?(1). However, interested
persons may identify their interest and capability to respond to the
requirement or submit proposals. All proposals received by close of
business 08 June 1999 shall be considered by the Government.
Anticipated award date is 18 June 1999. Mr. Stephen J. Plaisted has
been appointed as Ombudsman to hear concerns from offerors, or
potential offers, during the proposal development. The purpose of the
Ombudsman is to communicate contractor concerns, issues, disagreements,
and recommendations to the appropriate government personnel. Existence
of the Ombudsman does not diminish the authority of the program
director or the contracting officer. Accordingly the Ombudsman does not
participate in the preparation of solicitations, the evaluation of
proposals or the source selection process and, therefore, for routine
