at the National Interagency Fire Center (NIFC) intends to negotiate
with only one source under the authority of Federal Acquisition
Regulation (FAR) 6.302-1 to acquire the WILDCAD software and training
services of the software developer to implement approved Fire
Management Plans by June 18, 1999. The government believes the only
responsible source that can satisfy the agency requirements is The
Bighorn Information Systems, 1503 South Coast Drive, Suite 317, Costa
Mesa, Ca 92626. A justification for other than full and open
competition has been prepared in support of the acquisition. The
following specifications apply to this requirement. The software
application needs to be integrated with a Geographic Information System
(GIS) application using ARCVIEW software. The GIS application was
developed by the Bureau of Land Management, Utah State Office in
response to an identified need from the field level. The purpose of
WILDCAD software is to provide initial attack dispatchers with the
information they require to make accurate, informed decisions as to
which resources to send to a fire. The software tracks availability of
resources by substituting the next most logical (closest) resources
for those unavailable or already committed, and will track the location
of resources using Global Positioning System/Automated Packet Radio
System (GPS/APRS). The integration of GIS and WILDCAD will consist of
communications with the Utah system via Dynamic Data Exchange (DDE).
The Contractor shall provide: (a) the WILDCAD software, which uses
state of the art programming techniques and 32 bit architecture and
provides applications that will run on Windows95, Windows98 and
WindowsNT operating systems; and, (b) a one week (less travel) training
session, including all course materials, in Utah at a location to be
determined. This acquisition, using Simplified Acquisition Procedures
(SAP), has an estimated value of less than $50,000. No Request for
Quotation (RFQ) will be issued and no response will be made to letters
or telephone requests for a copy of the solicitation. This is not a
request for competitive quotes but serves as a procurement notice to
fulfill public posting requirements in accordance with FAR 5.101(a)(1).
Responsible firms believing they can provide the required software and
training services are encouraged to identify themselves and give
written notification to the Contracting Officer. They must, however,
provide supporting evidence they can furnish the requested software and
training services by the specified time frame and at a cost that will
not exceed the total intended transaction cost. All responses will be
fully considered. If no affirmative responses are received by June 9,
1999 to the effect that a comparable source exists, an order will be
placed with Bighorn Information Systems for the requirements stated
