Pennsylvania Avenue NW, Washington, DC 20220, is issuing this combined
synopsis/solicitation for commercial items prepared in accordance with
Federal Acquisition Regulation Subpart 12.6, as supplemented with
additional information included in this notice, for the lease of
pagers. This announcement constitutes the only solicitation; proposals
are being requested and a written solication will not be issued.
Request for Proposal number is A-99-0013. The incorporated clauses are
those in effect through Federal Acquisition Circular 11. This
solicitation is open to any responsible and responsive vendor. The SIC
is 7359 and the small business standard is $5 Million. The Department
of the Treasury, Departmental Offices, has a requirement for the lease
of alpha numeric nationwide pagers, approximately 96 each, nationwide
pagers, approximately 97 each, and regular pagers, approximately 255
each. Coverage for alpha numeric nationwide and nationwide pagers
should cover the Continental United States. These pagers should include
either a numeric or an alpha message. Local coverage for regular pagers
should include the Baltimore, Maryland area to the north; Annapolis,
Maryland to the east; west to Front Royal, Virginia, and south to the
Fredericksburg, Virginia area and can receive and transmit a numeric
page. Each pager shall have a variety of alert signals such as standard
beeps, silent vibration, flashing light indicator, at a minimum. Each
pager shall have the ability that duplicate messages should not take up
memory space. A dedicated dispatch operator shall be set up for the
Departmental Offices' Department of the Treasury users only. The
contract will be awarded using "best value" methodology. Performance
period will consist of a Base Period, 07/01/99 -- 09/30/99 and one (1)
option year, 10/01/99 -- 09/30/00. Technical capabilities are more
important than past performance and price. Past performance is slightly
more important than price. The proposals will be evaluated using the
following criteria: 1) Technical Capabilities: Provide a statement that
shows an understanding of the requirement and how this requirement will
be managed, 2) Past Performance: Provide three references. Include
company name, contract number, point of contact and telephone
number(s), and 3) Price. Award of this contract shall be subject to the
availability of funds. The following FAR Clauses are applicable to this
solicitation: 52.212-1, Instruction to Offerors -- Commercial;
52.212-2, Evaluation -- Commercial Items; 52.212-3, Offeror
Representations and Certification -- Commercial Items. Submit responses
