Joint Venture, Teaming Relationships and Affiliation in performance of
the Air Force Precision Measurement Equipment Laboratory (PMEL) A-76
Competitive Sourcing. This is a request for information only. This is
not a Request for Proposals; we are only requesting industry feedback
on an aspect of the PMEL acquisition strategy in light of recent
changes in small business regulations. The Air Force will not pay for
information received in response to this Request for Information. While
your responses may affect the ultimate acquisition strategy, no
proprietary or sensitive information will be shared among offerors. The
Air Force is planning to issue an RFP for the operation of PMELs
worldwide. Current strategy includes two independent regions
encompassing the entire world. Recently, the Small Business
Administration (SBA) revised their regulations on size standards (13
CFR 121) to exclude certain joint venture and teaming arrangements from
SBA's affiliation rules. Essentially, these changes allow small
businesses to form joint ventures and teaming relationships without
regard to affiliation and be considered for "bundled" and other large
contracts which exceed the capability of any of the individual small
businesses to perform as prime contractors. As such, the Air Force
needs to determine if any potential offerors are planning such joint
ventures or teaming relationships for the PMEL A-76 competitive
sourcing. Please answer the following questions if you plan to form a
small business joint venture or teaming relationship: 1) Who are the
members of the joint venture or team? 2) What is the exact nature of
the business relationship among the team or joint venture members? 3)
What are the joint venture's or team's capabilities to perform 51% of
a regional workload? Your statement of capabilities should include, as
a minimum, the following items: a.) Contract references relating to
calibration and repair to include: Contract number, agency supported,
whether or not you were a prime or a subcontractor, period of
performance, original contract value, final or current contract value,
technical monitor and phone/fax number, PCO with phone/fax number, and
a brief description of how the contract effort relates to this
solicitation. b.) A short statement of team or joint venture
organization, management structure, and responsibilities among the
members. c.) Description of your ability to manage the entire regional
project including ability to recruit and retain qualified PMEL
technicians. Include a brief description of your quality control
procedures. d.) Description of your ability to meet surge requirements,
meet requirements at contingency locations and meet possible deployment
requirements. e.) Description of your capability to perform contract
support in foreign countries. The capability package must be clear,
concise, and complete and submitted to the buying office and
contracting officer noted above no later than 6 Jul 99. Please limit

address concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The Ombudsman does not
diminish the authority of the program director or contracting officer,
but communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested
