Engraving and Printing has a requirement for fourteen (14) vehicle
restraint systems. This acquisition is a 100% small business set-aside.
The Standard Industrial Code (SIC) for this procurement is 5084 with a
small business size standard of 100 employees. The Contractor shall
deliver and install 14 vehicle restraint systems at the loading docks
of two (2) separate BEP facilities (three (3) systems at the BEP Annex
Building Loading Dock, D St., S.W., between 13th & 14th St., S.W.,
Washington, D.C. 20228-0001 and 11 systems to be installed at the
Lorton Warehouse Facility located at 9610 Gunston Cove Rd., Lorton, VA
22079). The restraint system shall remedy the risk of the following
accident prone situations: (1) Unscheduled departure; (2) departure
with a fork truck or dock crew in the trailer; (3) load shift imbalance
or trailer upending; and (4) landing gear collapse. The solicitation
shall be issued on or about June 22, 1999. The vehicle restraint
systems provided shall consistof an electrically powered device firmly
fixed to the ground and/or loading dock structure that positively
maintains a parked semi-trailer, backed up to a loading dock.
Reinforcing of existing foundations or other masonry work necessary to
achieve a complete installation shall be the responsibility of the
Contractor. All installations shall comply with the National Electric
Code (NEC)The restraint system shall be made by the engagement of one
or more hooks that rise to and rotate around the ICC impact bar fitted
to the trailer. The hooks shall automatically adjust for changes in
bar height when engaging the trailer and throughout off-loading
operations. The restraining hooks shall be actuated by pushbutton
switch controls mounted on the dock for the attendants use. Please
