efficiency enhancement opportunities are rapidly evolving in district
energy and related industries involved in provision of heating, cooling
and other utility services to buildings. Current competitive markets
both necessitate and facilitate provision of thermal and other building
utility services in a most economical manner. In this context, the
United States General Services Administration (GSA), National Capital
Region (NCR), is seeking information on options to provide certain
energy services currently provided by GSA in Washington DC. GSA's
Heating Operation & Transmission District (HOTD) provides generation
and distribution of high-pressure steam to 100 Federal buildings in the
downtown area of Washington, DC, and also generation and distribution
of chilled water to three of those buildings. Additionally, HOTD
provides repair services to customer buildings for various
steam-related problems. GSA's objectives are to provide a reliable,
efficient, cost effective, secure and environmentally sound source of
steam and other utility services to its customers. GSA wishes to
explore all viable alternatives to its current business practices,
including emerging technologies and advantages made possible through
utilities restructuring. GSA wants to acquire energy services using the
most economical method that meets or exceeds its objectives, and
invites information and ideas on all alternatives. In view of these
goals, GSA would appreciate your review and comment on its "Request for
Information, District Energy Options" (RFI), regarding options for
provision of energy services to its customer buildings. The RFI is
posted on the GSA NCR web site at the address
http://205.130.226.126/pbs/sdts/hotd/RFI.asp. Your response is
requested by July 16, 1999. GSA anticipates using advice and comments
received in response to this RFI to fashion a "Request for Proposals"
(RFP), which GSA may then use to solicit proposals to acquiredistrict
energy services for GSA's customer buildings in the downtown area of
Washington DC in the most economical manner available in the market
consistent with essential reliability and pertinent Federal government
