Sources Sought for a Sea Container X-ray System. A small business
should respond affirmatively ONLY if it has a working prototype system
meeting the following salient characteristics and can meet a mandatory
demonstration requirement: Mobile Non-intrusive Inspection (NII) system
to examine sea cargo containers. the system should have selectable
energies of 2 and 6 MeV and should be mounted on a sea container
straddle carrier containing a minimum of two lead shielded cabinets,
which must meet cabinet-like 0.5 mR/hr radiation limits when operating
at 2 MeV. The system shall be capable of operating in two modes, a
cabinet mode and a field radiographic mode and shall be capable of
inspecting the largest commercial sea containers; in field radiographic
mode, inspection of objects as large as 11'6" wide s 19' high; in
cabinet mode, inspection of objects as large as 10' x 14'. 100% of the
container must be captred with no more than two scans of the sea
container or other large suspectvehicle, which may include steel-walled
tankers, large semi-trucks, towed vehicles,automobiles, etc. The scans
must detect such items as drugs and other contraband prohibited from
entry into the U.S. The system must be portable to the extent tha it
may be relocated to a variety of U.S. ports within a five day time
frame. The system shall operate outdoors during a 24-hr. day in an
environment which may include dust, dirt, rain, salt-water spray, snow,
and winds up to 40 MPH, humidity from 10-100% and temperature of 0 to
130 degrees Fahrenheit. The system must, at a minimum operate 16 hrs.
daily/six days/week. The following elements must be included: Straddle
Carrier, Transport System, Cabinet system, Driver Cab(s), Operator
cab, detectors and detector assembly, 2-6 MeV x-ray source and system
equipment, operator controls and display, work station integration and
interface, on-site training, and system support. Containers to be
inspeced will be parked in a straight-line, nose to tail over a
distance of at least 400'. The system will pass over the containers for
scanning and shall have a beam angle positioned as low as practicable
with a 10 degree lateral offset, a radiographic scan speed between
aproximately .5 and 1.5 mph. The detector electronics shall process the
data and transmit to the display system producing real-time images.
Normally, we expect a four-person team to operate the equipment. It
must process, display, store, recall, and print x-ray images with a
contrast gray scale of at least 16 shades of gray. Scanning should
detect a minimum of 1 kg. of narcotic (simulant) through 4" of steel on
the source side and 2.8 grams of narcotic (simulant) visible unmasked
in air. Requirements asociated with image quality shall be satisfied
using high efficiency detectors and appropriate image processing
technology. All applicable OSHA, EPA, NRC, FDA and State radiological
health requirements must be met. The Sources Sought responses will be
used in determining whether this procurement will be a small business
