Railroad Administration (FRA) plans to procure sole source through
Simplified Acquisition procedures from South Eastern Pennsylvania
Transit Authority (SEPTA), Philadelphia, PA, to provide three
Silverliner I Rail Passenger cars. The passenger cars will be provided
to the Government for use in full-scale collision tests to be
conducted at the Department of Transportation s Technology Center (TTC)
in Pueblo, CO. The tests are being conducted by TTC to develop
experimental data to support analyses of railroad equipment
crashworthiness that is being conducted under the Rail Safety Equipment
Program. The cars required for testing must be compliant with the
American Association of Railroads Manual of Standards and Recommended
Practices, Section A, Part III, Passenger Car Requirements, Revised
1984 Standard S-034-69. The Rail Passenger cars are required at the TTC
before July 15th, 1999. Small Business firms classified under SIC Code
3743 that are interested in proposing on this requirement must respond
in writing no later than 15 days from the date of this publication
that: 1) the interested party can provide the Passenger Car cited above
before July 15, 1999; and 2) the interested party can provide evidence
the cars are compliant with the American Association of Railroads
Manual of Standards. Small Business firms will be required to submit no
more than 2 pages of documentation in support of the above for
evaluation prior to receiving a solicitation. This proposed action is
for services for which the Government intends to solicit and negotiate
with only one source under authority 6.302. This notice of intent is
not a request for competitive quotes. A determination by the Government
not to compete this proposed purchase order based upon responses to
this notice received will normally be considered, solely for the
purpose of determining whether to conduct a competitive procurement.
RFQ issuance will be on or about June 24, 1999. Telephone requests will
not be accepted only written requests for the solicitation will be
