Air Force requires a Military Strategic and Tactical Relay (Milstar)
communication satellite. This procurement is envisioned to include the
following supplies and services: (1) fabrication, test, and launch
support of one complete satellite, including a low data rate (LDR), a
medium data rate (MDR), and crosslink payloads; (2) integration of
satellite into existing Milstar constellation to include but not
limited to: Milstar Mission Control Element, Milstar Ground Segment,
and database development; and (3) long-lead items. The satellite must
be delivered by 1 Jan. 2003 to Cape Canaveral, FL. A secret facility
clearance is required for handling up to secret. Lockheed Martin
Missiles and Space, Sunnyvale, CA, is the current contractor for the
Milstar space and mission control segments. Interested contractors must
submit an unclassified statement of capability (SOC) on the
contemplated acquisition within 30 calendar days of publication of this
announcement. Said SOC shall not exceed 10 pages in length. The SOC
must demonstrate the capability of: (1) personnel possessing
appropriate clearances and experience; (2) a list of both technical and
managerial expertise in the area of satellite technology, including but
not limited to identification of work performed and the names,
addresses, and telephone numbers of the associated contracting officers
of each example of work listed; and (3) the tasks delineated above.

Government will not recognize any costs associated with the submission
of the SOC. The determination by the Government not to compete this
