The Government proposes to acquire engineering and cost detail to generate engineering changes with appropriate support to insert second generation forward looking infrared (SGF) into the Apache A & D series aircraft. The contractor will perform engineering and cost evaluation of candidates and provide a final report to include recommended solutions. The intended source is McDonnell Douglas Helicopter Company, doing business as McDonnell Douglas Helicopter Systems (MDHS), a wholly owned subsidiary of The Boeing Company, Mesa, Arizona. MDHS, the total system integrator of the Apache Attack Helicopter, is the only responsible source capable of providing the technical expertise and services necessary to execute this requirement within the schedule and cost constraints. The Government does not own Apache specification and drawings to permit full and open competition. Justification for other than full and open competition is FAR 6.302-1.
