Yourich, Contracting Officer, 256-876-2417, FAX 256-876-4207 The M56/C-NITE Systems will consist of engineering services in support of M65 subsytems and ground support equipment. These services support maintenance and update of the systems/technical data package (TDP), Integrated Logistics Support, and Field Problem Corrections. This requirement also includes an option for additional engineering services. Authority and Justification for other than full and open competition is 10 USC 2304(c)(1). The proposed procurement is for services and supplies which cannot be obtained through full and open competition because of a highly technical and specialized nature, FAR 6.302-2 and only one responsible source is capable of satisfying the Agency's requirements, FAR 6.302-1. Hughes Aircraft Company designed and developed the M65/C-NITE systems and ground support test equipment that these services will support. Raytheon and Hughes Aircraft Company merged on 18 Dec 97 and are doing business as Raytheon Systems Company. Raytheon Systems Company is the only contractor possessing the knowledge relative to the sustainment of the fielded M65/C-NITE Systems.
