AFB, FL has an Indefinite Delivery/Indefinite Quantity requirement to
Install Shallow Irrigation Wells at Eglin AFB FL. This project includes
furnishing all personnel, equipment, tools, materials, supervision, and
other items and services necessary to construct new irrigation wells at
various sites on Eglin AFB or on the surrounding Eglin Reservation. The
contractor shall dig, test, and connect the wells to the existing
irrigation systems on an "as needed" basis. Work locations will be
identified in individual delivery orders issued against this contract.
This is a "Trade-Off" (Performance Price Trade-Off) Acquisition. Award
will be made based upon the "Best Value" to the Government in
accordance with FAR 15.3. The Government reserves the right to award a
contract to other than the low proposed price. Performance period is
for one year for the Basic Contract plus four One Year Options. In
general, the work shall consist of the following: Furnishing all labor,
materials, travel, surveying, permits, equipment and service, and all
operations required to install new irrigation wells per Northwest
Florida Water Management District guidelines and connect the wells to
the existing irrigation systems. The contractor shall assist government
personnel in reviewing documentation on existing irrigation systems,
determine potential well locations, drill irrigation wells, install
well screens, screen caps, pipe casing, sand fill, concrete fill,
permanent pump, electrical wire, electrical panel, and trenching. The
contractor shall also be responsible for testing each well and
irrigation system to determine if the well will meet flow and pressure
requirements and if the irrigation system will perform as specified.
The above general description of work does not in any way limit the
responsibility of the contractor to perform all work and furnish all
plant, labor, equipment, and materials complete in accordance with the
specifications. Proposal closing of 29 Jul 1999 IS ONLY AN ESTIMATED
DATE. Estimated dollar range is between $250,000 and $500,000 for the
Basic and all four options. All responsible sources may submit a
proposal, which shall be considered by the agency. Firms responding
should indicate if they are interested in this project as a prime or
subcontractor and should indicate if they are a small business. This is
a paperless acquisition. Paper copies of the solicitation will not be
issued, but the Request for Proposal (RFP) will be available on the
Federal Government's Electronic Posting System at www.eps.gov . Firms
