synopsis/solicitation for commercial services prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; offers are being requested and a written
solicitation will not be issued. The solicitation number is
F0470099T0598. This solicitation is issued as a request for quotation
(RFQ). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 97-10.
The standard industrial classification code is 7699. The size standard
is $5M. This acquisition is 100% set aside for small businesses. The
acquisition is for the following services: Contractor shall provide all
labor, parts, material, equipment, tran sportation, and supervision
necessary to inspect and repairs wells located at Edwards AFB CA. A)
Inspection and repairs to include 1) pulling pump, 2) inspecting
components, 3) repair or replace worn or damaged parts, 4) install
stainless steel drawdown telltale with gauge, and 5) perform video
survey of well's casing. B) Location: Work will be performed at bldg.
267 Well S-4, bldg. 270 Well S-5, and bldg. 129 Well C-3. C)
Contractor's Qualifications: 1) must be currently certified by state of
California, for all operations performed, 2) must be engaged in this
type of work for at least three years to date of bid. D) Contractor's
responsibility: 1) provides necessary equipment, tools, safety
equipment, to include personal safety equipment, and any other items
required performing work. 2) Provide complete supervision at all times
when work in progress, 3) must assure all work accomplished and
materials used are in accordance with specifications, 4) provide proof
that personnel to be employed are experienced in this type of work, 5)
promptly correct all defective work or damages to any property,
equipment, or supplies caused by employees, upon notification of

following factor shall be used to evaluate offers: technically
acceptable lowest priced offer. Offerors must be offering services that
meet the SOW requirements. Offerors must include a completed copy of
the provision 52.212-3, Offeror Representations and Certifications --
Commercial Items with the offer. If the offeror does not have a copy of
this provision, contact the contract specialist to receive a copy. The
following DFARs clauses apply to this acquisition: 252.212-7001,
Contract Terms and Conditions Required to Implement Statutes Applicable
to Defense Acquisitions of Commercial Items (including 252.225-7012
Preference for Certain Domestic Commodities; 252.243-7002, Requests for
