synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. This procurement is being conducted
under the Simplified Acquisition Procedures (SAP) and the Test Program
for Certain Commercial Items, FAR 13.5. NASA Kennedy Space Center will
procure Cable with the following minimum requirements: 30 Twisted Pair
UL Approved CL2, CL3, or CM 20 AWG (19 Strand MIL-W-16878/1 or
equivalent) 90% Minimum Overall Shield 1.98 mm (0.078 inch) Minimum
Sheath Thickness 27.5 mm (1.083 inch) Maximum Diameter 17.95 mm (0.707
inch) Minimum Diameter 1000 feet per reel Compatible with Epoxy Resin
Potting (Emerson & Cumming Stycast 2651 Black and Catalyst 9)
Compatible with Polyurethane Prepolymer Molding (Courtalds Aerospace
PR-1535 Amber) The Contractor or thesubcontractor, using best
commercial practices, shall test the cable for shorts and continuity.
The cable shall be packaged, marked, and shipped per commercial
practices. Delivery: NASA requires 8,000 feet of cable to be delivered
to KSC by August 2, 1999. NASA requires 12,000 feet of cable to be
delivered to KSC by October 20, 1999. NASA will order, in 5,000 foot
increments, up to an additional 40,000 feet over the period 10/1/99
through 7/31/02. Delivery of those ordered items will be within two
months from order date. Delivery is to Kennedy Space Center, Florida,
32899. Quote: The Contractor shall quote as follows: Item 1: Initial
requirement of 20,000 square feet: $(dollars) per square foot Item 2:
Indefinite Quantity up to 40,000 additional square feet: $(dollars) per
square foot. The Contractor shall provide a representative 100 foot
product sample from their current product line to the following
address: NASA Transportation Officer Bldg: M6-744 Attention: Greg
Clements/Mike Harkins, Bldg: PCC, Room 1010 Kennedy Space Center, FL
32899 The Contractor shall provide current catalog, data sheets and
test data with their quote. If not a product of the Contractor, the
name of the subcontractor shall be provided along with the
aforementioned data. Contractors must provide a copy of the provision
FAR 52.212-3, OFFEROR REPRESENTATION AND CERTIFICATIONS -- COMMERCIAL
ITEMS, with their quote. A copy of the form is available on the
Internet site where this solicitation is posted at
http://procurement.nasa.gov/EPS/KSC/Synopses/RFQ10-99049/. If the end
product quoted is other than a domestic end product as defined in the
52.212-3 (f) the quoter shall so state and shall list the country of
origin. QUOTATIONS AND PRODUCT SAMPLES ARE DUE BY JULY 2, 1999. Product
samples shall go to the address above. Quotations shall go to the
Contracting Officer stated below. A copy of the current catalog data
sheets and test data shall accompany the product sample as well as the
quote. Quotations for the items(s) described above may be mailed or
faxed to the identified point of contact by the date/time specified.
Contractors shall provide the information provided by FAR 52.212-1
which includes: solicitation number, Contractor name and address,
shipping terms, proposed delivery schedule, discount/payment terms,
warranty duration (if applicable), taxpayer identification number
(TIN). The Contractor shall identify any special commercial terms
included in the quote. An authorized company representative shall sign
the quote. This synopsis solicitation identifies minimum requirements.
The Contractor must ensure that quotes demonstrate product compliance
with the specification to enable the Government to evaluate compliance
with the specification. Failure to demonstrate the quoted product
meets the minimum requirements may result in your quote being
considered unacceptable. FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS (JAN
1999)(MODIFIED) -- Award will be based upon overall best value to the
Government, with consideration given to the factors of proposed
technical merits, price, past performance; and delivery. Technical
merit will include such factors as the capability of the cable to meet
or exceed technical requirements. It is critical that quoters provide
adequate detail to allow evaluation of their quote. A written notice
of award or acceptance of a quote, mailed or otherwise furnished to the
successful quoter within the time for acceptance specified in the
quote, shall result in a binding contract without further action by
either party. Before the quoter's specified expiration time, the
Government may accept a quote (or part of a quote), whether or not
there are negotiations after its receipt, unless a written notice of
withdrawal is received before award. The provisions and clauses in the
RFQ are those in effect through FAC 97-11. All FAR clauses may be
obtained via the internet at http://procurement.nasa.gov/FAR/. The DPAS
rating for this procurement is DO-C9. The SIC code and the small
business size standard for this procurement are 3357 and 1000
employees, respectively. The contract will be a fixed price contract
structured as an Indefinite Delivery Indefinite Quantity contract, FAR
52.216-22. Ordering will be accomplished in accordance with FAR
52.216-18. Orders may be issued from 10/1/99 through 7/31/02. Order
Limitations for the contract are subject to FAR 52.216-19. The
Government's minimum order will be 5000 feet. The contractor is not
obligated to honor any single order in excess of 20,000 feet or series
of orders within 30 days in excess of 20,000 feet. All qualified
responsible business sources may submit a quotation, which shall be
considered by the agency. The Government seeks comments or questions
regarding this procurement. Questions regarding this acquisition must
be submitted no later than June 27, 1999. Facsimile and e-mail are
acceptable. The Government reserves the right to amend the solicitation
based upon any comments received FAR 52.212-5 is applicable and the
following identified clauses are incorporated by reference. 52.203-6
with Alt I; 52.219-4; 52.219-8; 52.222-21; 52.222-26; 52.222-35;
52.222-36; 52.222-37; 52.225-3; 52.225-9; and 52.232-34. An ombudsman
