(DOE), Savannah River Operations Office (SR), near Aiken, SC, intends
to enter into a non-competitive contract valued below the simplified
acquisition threshold to provide an expert to advise, assist, and
counsel in support of the planning, development, review and analysis of
the Site Safeguards and Security Plans (SSSP), and the related
Safeguards and Security Management Reports (SSMR) and Vulnerability
Analysis Reports (VAR). These services have previously been performed
by Science Applications International Corporation under an expiring
contract. The Government intends to enter into this contract with SAIC
to continue these services for an additional ninety days. The
planning, development, review and analysis support activity will
address the programmatic and topical areas integral to the development
and implementation of an effective safeguards and security strategy as
delineated in the SSSP's, SSMR's and VAR's. These services support the
development of protection strategies that address mission and
nonproliferation requirements. These services are needed to: 1) Provide
support for development of protection methodologies to prevent the
theft or diversion of classified and nuclear materials; 2) Provide
support for the development, implementation and programmatic oversight
necessary to ensure protection from hostile acts adversely impacting
national security, or the health and safety of employees, the public
and the environment; 3) Review and evaluate existing and planned
security elements (e.g., systems, protective forces, and physical
barriers) to ensure that they are accurately characterized by the SSSP;
4) Provide analysis necessary to ensure cost effective utilization of
available resources without violating existing DOE safeguards and
security policies and procedures or degrading protection strategies;
and 5) Prepare written as well as verbal materials to convey
information, establish policies, and document the SSSP's, SSMR's and
VAR's. The required expert must have extensive familiarity with SRS
facilities and experience in DOE physical security systems and project
management; program planning and evaluation; vulnerability analysis
using ASSESS and VISA methodology; radiological/toxicological sabotage
assessments using HOTSPOT modeling; use of Joint Tactical Simulation
modeling; use of Joint Conflict and Tactical Simulation modeling;
nuclear facility security systems design. Services must be immediately
available. Interested persons having the capability to furnish the
required services are requested to give written notification (including
the name and telephone number for a point of contact) along with a
detailed description of experience and required capabilities. Responses
