NASA/DFRC plans to issue a Request for Quotation (RFQ) for DACS3 HARDWARE PXVCL-32B CARRIER BOARD, 6 EA; VIN-1A VOLTAGE INPUT MODULE 50/100/200 Mv, 150EA; VIN-1EX VOLTAGE EXCITATION MODULE, 150 EA; IOTC-16A BRIDGE COMPLETION CARD CHASSIS (3U), 5 EA; BC1-1 RELAY INTERFACE CARD, 5 EA; VIN-3A VOLTAGE INPUT MODULE, 25 EA. BRAND NAME OR EQUAL and various upgrades to existing equipment to support the Flight Loads Lab Data Acquisition system equipped with APIX brand. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items from Apix, Inc. Orlando, FL 32819. The authority for other than full and open competition for this procurement is 10 USC 2304(c)(1) -- Only One Responsible Source. The DFRC currently has the Flight Loads Lab Data Acquisition system already equipped with AAW calibration loading and stiffness test was purchased exclusively by Apix, Inc. to be purchased under this procurement will supplement the existing equipment and must be fully compatible with the existing system. Only Apix, Inc. is known to have the proprietary rights to perform the necessary upgrades and to supply compliant, compatible components. Accordingly, this procurement is intended to be solicited and awarded to them. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
