The Government of the District of Columbia desires to enter into a contract with a prospective contractor possessing the necessary expertise and past performance experience to continue the development of the Comprehensive Automated Payroll System ("CAPPS"). CAPPS is a commercial off the shelf, mainframe software package developed by Integral Systems. CAPPS is a real time system, developed and customized to meet the District's needs using Integral HRMS software version 9.nn for a CSP/DB2 platform application. The CAPPS project is a key initiative of the District of Columbia Government. It supports the mandates of the "Financial Responsibility and Management Assistance Authority Act of 1995" (FRMAA) that established the "Control Board" for the District of Columbia and set forth requirements for management reform and implementation of the District's transformation initiatives for FY96-FY99.
