The total estimated price for the contract remains at $1,319,635.00. The extension will permit uninterrupted service in the electronic delivery order process for plumbing supplies under the Small Procurement Electronic Data Interchange (SPEDI) program. The statutory authority permitting other than full and open competition is Title 10 U.S.C. Section 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Part 6.302-1(b)(1), that the agency's minimum needs can only be satisfied by (i) unique supplies or services available from only one source or only one supplier with unique capabilities. SPEDI contracts provide desk-top ordering of supplies using electronic data interchange to create a paperless process. SPEDI contracts require a technical ramp-up phase (defined as that period of time following contract award during which the contractor prepares for contract operation, including technical certification.) This ramp-up period typically runs 60-90 days before a contractor can start performance. The incumbent contractor, Desert Industrial Supply, is the only contractor who does not require technical certification or the rest of the technical ramp-up phase.
