combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
addiitonal information included in this notice. This announcement
consistutes the only solicitation; quotes are being requested and no
written solicition will be issued. The request for quotes document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 97-11. The standard industrial
classification is 1442 with a small business size standard of 500
employees. A PRE-QUOTE MEETING AND FIELD TOUR WILL TAKE PLACE AT THE
RIDGEFIELD NWR office, located at 301 N. Third Ave, Ridgefield, WA at
10:00 am on JULY 15, 1999. The meeting will address field logistics,

JULY 23, 1999 at end of business day. YOU MAY FAX QUOTATION TO (503)
231-6259. 4,000 TON 3" minus Base Rock at $_____ per ton and 5,000 TON
1-1/4" minus Surface Rock at $_______ per ton. Both quantities are
estimated. SPECIFICATIONS are for Road Base and Gravel for Auto Tour
Route on RIdgefield National Wildlife Refuge. 1. Base Rock shall
consist of crushed stone or gravel- 40% MAX Los Angeles Wear, 500 Rev
and 15 min. Degradation Factor. Base rock shall meet the following
requirements for grading and quality when placed in hauling vehicles
for delivery to the roadway or during manufacturing and placement into
a temporary stockpile. The exact point of acceptance will be
determined by the Engineer. 3" square with 100% passing; 2-1/2" square
with 95-100% passing, 1-1/4" square with 55-75% passing; 1/4" square
with 25-45% passing; US No. 200 sieve with a 9.0 max; Sand Equivalent,
35 min., % Fracture, 100 min. Fracture requirements shall be 100%
fractured faces. 2. Crushed surfacing shall be manufactured from ledge
rock, talus, or gravel in accordance with Washington State provisions
of Section 3-01. The material shall be uniform in quantity and
substantially free from wood, roots, bark, and other extraneous
material and shall meet the following test requirements: LosAngeles
Wear, 500 Rev with a 35% max; and Degradation Factor -- surface rock of
25 min. Crushed surfacing shall meet the following requirements for
grading and quality when placed in hauling vehicles for delivery to the
roadway or ducring manufacturing and placement into a temporary
stockpile. The exact point of acceptance will be determined by the
Engineer. 1-1/4" square with 100% passing; 3/4" square and 5/8" square
with 50-80% passing; 1/4" square with 30-50% passing; U.S. No. 40
sieve with a 3-18 % passing; U.S. No 200 sieve with a 7.5 max;
%Fracture is 100 min; and Sand Equivalent is 35 min. All percentages
are by weight. The fracture requirements shall be 100% fractured faces
and will apply to material retained on each specification sieve size
U.S. No 10 and above if that sieve retains more than 5 percent of the
total sample. The portion of crushed surfacing retained on a 1/4 inch
sieve shall not contain more than 0.15 percent wood waste. FAR
