The Naval Air Systems Command proposes to procure contractor advisory and assistance services in support of Advanced Tactical Aircraft Protection Systems (PMA-272). These services include independent analysis and technical studies in support of Consolidated Airborne Electronic Warfare, Tactical Aircraft Electronic Warfare equipment, Airborne Electronic Warfare Expendable Countermeasures and Advanced Electronic Warfare Expendable Technology. Solicitation N00421-99-R-1483 will result in a Time & Material (T&M) Indefinite Delivery/Indefinite Quantity (IDIQ) ordering contract. The contract will consist of a base year with four (4) one (1) year options with an estimated 70,300 man-hours per year. Due to the nature of the Government's requirement, the contractor must maintain facilities within fifteen (15) miles of the main gate of the Naval Air Warfare Center, Aircraft Division, Patuxent River, MD within the counties of Calvert, and St. Mary's Maryland. To be considered for award, the contractor must have a Top Secret facilities clearance. Pursuant to FAR 19.502-2(b) the following applies: This requirement is being offered for competition limited to eligible Small Business concerns.
