Gonzalez, rgonzalez@mail.arc.nasa.gov. NASA/ARC plans to issue a
Request for Proposal (RFP) for on-site basic and applied experimental
and theoretical research for the Aeronautical Information (AI) and
ARMY/NASA Rotorcraft Divisions at the Ames Research Center (ARC). The
overall services the contractor shall be required to provide are in the
areas of aerodynamics, aerospace vehicle design, and advanced
information technologies. The intent is to research the aerodynamics of
aircraft at subsonic, transonic and supersonic speeds, and to perform
research into the aerospace design process and advanced design tools
and methods. The services required may include basic, applied and
theoretical research as well as management, both administrative and
clerical. Activities would also include the development of methods that
optimally integrate the computational, experimental and Information
Technologies (IT) capabilities to predict aerodynamic flow fields and
to perform other vehicle analyses such as the prediction of structural
and thermal characteristics; the application of these methods to
assist the aerospace industry and NASA in the design of aircraft such
as commercial and military transports, rotorcraft, military fighters,
and next generation space vehicles; and the development and application
of distributed collaborative design and analysis tools, intelligent
design tools and frameworks, and methods for design knowledge capture
and re-use. A Draft RFP for information and planning purposes and to
allow industry the opportunity to furnish comments is anticipated to be
released by mid-July. The anticipated release date of the Final RFP is
mid-August with proposals due on or about mid-September. A 30-day
Phase-In period is anticipated to begin January 23, 2000, with contract
performance beginning February 23, 2000. This procurement will have two
option periods configured as two-year, one-year, two-year, and is
anticipated to be a five-year contract ending on October 31, 2004. This
procurement will implement performance-based contracting methods and
willuse the Federal Acquisition Regulation (FAR) 15.3. All Contract
Task Orders will be performance-based. The proposed contract will not
be awarded solely on the basis of price and other price-related
factors. Also, it may be necessary to conduct discussions with the
responding offerors regarding their proposals. An ombudsman has been
appointed-See Note "B". The government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. The proposed contract
will be Cost-Plus-Award-Fee (CPAF) with performance-based task order
contract elements. This procurement is a total small business set-aside
using SIC code 8731, size standard of 1000 employees. See Note 1. In
accordance with NFS 1811.603(e)(iii) and (e)(v), a rating DO-C9
(Miscellaneous/Other) will be applied to this acquisition. The
contemplated acquisition has been reviewed at the Consolidated
Contracting Initiative (CCI) web-site and no other solicitation or
contract was found that could provide the effort required. The intent
to procure wasannounced on the CCI 1999 Acquisition Forecast web-site
to assure that NASA, and other interested parties, are afforded an
opportunity to include their requirements in the solicitation. The
contemplated contract will be used by the AIT Division and the
ARMY/NASA Rotorcraft Division at Ames Research Center. The solicitation
and any documents related to this procurement will be available over
the Internet. These documents will be in Microsoft Office Suite (Word
6.0, Excel 5.0, or PowerPoint 4.0) format or RTF format and will reside
on a World-Wide Web (WWW) server, which may be accessed using a WWW
