Industrial Supply Center (Norfolk) Detachment Philadelphia intends to
acquire through full and open competition technical metrology services
to support the Government of Kuwait defense mission. The required
effort includes calibration laboratory operations, technical
engineering assistance, training and maintenance services. These
services will be provided to assist Kuwait Air Force Metrology Branch
(KAFMB) staff in the operation of the calibration facilities comprising
the Kuwait Air Force Metrology Program (KAFMP). All work will be
accomplished in Kuwait. The program effort shall consist of a Basic
Program Term encompassing Calendar Year 2000 plus four successive
option terms consisting of twelve months each term. If all options to
extend the term of the contract are exercised, performance will
continue through 31 December 2004. The projected level of effort
consists of 38 task billets comprised of two (2) billets for contractor
engineering and technical services functions, thirty-five (35) billets
for the technical metrology functions, and one (1) billet for
laboratory logistics support. It is intended that the acquisition will
also contain option provisions to increase the level of effort by a
maximum of ten (10) additional billets. The solicitation will contain
the specifications, applicable statement of work, and staffing
prerequisites. The solicitation may enable assignment of Third Country
National employees to staff some of the task billets. The solicitation
will require the submission of technical and cost proposals and the
Government will conduct a best value analysis. The technical proposal
factors are past performance, personnel resources, and corporate past
experience. Respondents will submit specified key personnel resumes as
identified in the solicitation. The evaluation of proposals will
consider the offeror's technical proposal more important than the
offeror's cost proposal. Costs will be assessed on the basis of cost
realism. The Government intends to issue the award to the eligible,
responsible offeror whose proposal, conforming to the solicitation, is
determined to represent the best value to the Government after
evaluation in accordance with the factors in the solicitation. The
Government contemplates award of a cost-plus-fixed-fee instrument and
any resultant contract may be subject to incremental funding provisions
under the governing FMS Case. If the offeror's proposal is determined
unacceptable in any of the technical evaluation factors and/or
subfactors, the proposal may not be considered for award. The
Government reserves the right to award the contract to other than the
lowest priced offeror. The solicitation will be available on or after
20 July 1999. All responsible sources may submit a proposal which shall
be considered by the Fleet and Industrial Supply Center (Norfolk)

The applicable Standard Industrial Code for this acquisition is 8711.
This is procurement for Foreign Military Sales within the meaning of
DFARS 25.7300. The Government will not pay for information received.
