DOYR anticipates issuing a solicitation on or around 06 AUG 99 in which the contractor shall provide personnel, supervision, equipment, facilities, and liaison support to perform Air Terminal and Ground Handling Services (ATGHS) for Air Mobility Command (AMC) missions at Tocumen, IAP, Panama. The contractor shall process, up/download, and document the movement of cargo and passengers. The contractor shall manage ATGHS to maintain a level of service that enhances the image of AMC. The contractor shall provide Electronic Data Interchange for manifesting cargo and passengers, creating and transmitting reports/messages, as well as accomplishing general communications. The contractor shall Arrange Services which will not be paid for under this contract is support of all AMC mission requirements. The contractor is responsible for establishing a Quality Program, which provides safe and secure ATGHS. The period of performance is from 01 NOV 99 through 30 SEP 00.
