Armament Center (AAC) Joint Direct Attack Munition (JDAM) Program
Office, AAC/YU, anticipates awarding a production support contract to
McDonnell Douglas Corporation, a Wholly-Owned subsidiary of the Boeing
Company. This effort will include all engineering and management tasks
required to ensure JDAM production, engineering, and logistics support
technical baselines remain current and effective. Tasks include (as
required): evaluation of policy, budget and GFE obsolescence impact on
production engineering baselines, analysis of technical issues arising
between production hardware and previously integrated aircraft, and
repair of government damaged assets. The proposed contractual action
will consist of a base contract period and four option performance
periods. The McDonnell Douglas Corporation subsidiary of the Boeing
Company is the only company that has the detailed knowledge necessary
to provide the needed support. No government owned technical data
package exists to allow any other companies to become knowledgeable
about the JDAM design. An Ombudsman has been appointed to address
concerns from offerors or potential offerors. The Ombudsman does not
diminish the authority of the program director or contracting officer,
but communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. The
