The Naval Research Laboratory has a requirement for a wide range of prototype spacecraft system and subsystem research, analyses, prototype development, integration, test, operation, data processing/documentation, and the associated logistical, administrative, management and support activities. The contractor will provide support over five years for various NRL Space projects that extend from the initial research, planning, and fact-finding phases, through applied research, design, development and test phases, to the deployment (launch/flight test), operations demonstration and data processing phases. A primary objective of the Navy's space research and development programs is to preserve and enhance a strong space technology base and provide expert capabilities in the development and acquisition of space systems. To that end, NRL conducts a wide range of space technology studies and other pertinent research and development projects. The scope of these research efforts, and hence, this contract, is quite broad and entails multi-disciplinary approaches to discovering and applying new knowledge and technologies to designing, building, and operating space and other technology systems. This includes the processing and/or packaging of data from these research efforts, performance of scientific or technical analysis, and delivery/presentation of reports and other findings to the sponsor or designated customers. The detailed Statement of Work (SOW), which will be provided in the RFP, focuses primarily on supporting NRL projects with non-Navy sponsors, where the results of said efforts are "of interest" to the Navy. The SOW may also include support of selective Navy related projects. Non-Navy sponsors could include the BMDO, Air Force, Army, DOE, NASA, DTRA, etc. The major thrust of the SOW is aiding NRL in the research and prototype development of spacecraft and space/airborne systems. A level of effort of approximately 407.5 person years is anticipated, or a person loading of 81.5 person years per year performedapproximately as follows: Program Manager 1 Person Year (PY), Systems Engineers 3 PY, Administrative Specialists 3 PY, Secretarial Support 4.5 PY, EPS Engineers 5 PY, Harness Engineers 2 PY, TT&C Engineers 5 PY, Mechanisms Engineers 3 PY, Structures Engineers 6 PY, ACS Engineers 4 PY, RCS Engineers 2 PY, Orbits/Trajectory Analyst 1 PY, General Design and Support Engineers 6 PY, Thermal Engineers 3 PY, Ordnance Control Engineers 2 PY, RF Subsystem Engineers 5 PY, Antenna Engineer 1 PY, Senior S/C Software Engineers 3 PY, General S/C Software Engineers 5 PY, Instrumentation Engineer 1 PY, Physicists 3 PY, Mathematicians/Aerospace Analysts 3 PY, Optical Engineers 3 PY, S/C Electronics Assembly Manager 1 PY, S/C Electronics Assemblers 6 PY. Most of performance will not be at NRL, and the contractor's key facilities must be within 60 straight miles of the beltway. A Secret facilities clearance will be required. Proposals will be due approximately 40 days after the solicitation is issued. A start date in the fall is expected. This procurement will provide a continuation of support that has been provided by Orbital Sciences Corporation of Dulles, Virginia, under contract N00014-95-C-2010. A single award of a CPFF term type contract is contemplated, without options. Numbered Note 26 applies. Advance versions of key sections for comment may be available prior to release of the RFP.
