contract that will provide for the capability to issue a series of Task
Orders not to exceed $300,000.00 each and the total cumulative contract
amount not to exceed $500,000.00 in the base year. At the option of the
Goverment, the resultant contract may be extended for an additional one
year period. This announcement is open to all businesses regardless of
size. The work shall include general geotechnical engineering and
related services at various locations throughout the North Atlantic
Division of the Corps of Engineers. Work may include studies/designs or
evaluations involving soils/geology; groundwater; earth and rock
structure, including soil and rock anchors; foundation and earth dam
design; seismic stability; dam foundation analysis and risk evaluation
of earth structures; embankment instrumentation installation; and
performing inspections and preparing instrumentation reports related to
dam safety. See Note 24 for general selection process. Selection
criteria in descending order of importance are a. The firm must have on
its own staff or provide through a consultant(s), professional
engineers with demonstrated geotechnical expertise, registered in all
states covered by the North Atlantic Division, and geologists including
a geologist licensed in Maine. Firms not meeting this requirement will
be disqualified from further consideration; b. the firm must
demonstrate specialized experience and technical competence in services
required above; c. the firm must have the capacity to accomplish the
work in the required time; d. the firm must possess a good record of
past performance on contracts with respect to cost control, quality of
work, and compliance with performance schedules; e. firms shall have
capability to provided drafting in Intergraph format. Interested firms
having the capabilities to perform this work must submit two copies of
SF255 (11/92 edition), and two copies of SF254 (11/92 edition) for the
prime firm and all consultants (note that SF 255s are not required for
consultants) to the above address not later than the close of business
on the 30th day after the date this announcement is published. If the
30th day is a Saturday, Sunday, or Federal Holiday, the deadline is
the close of business of the next business day. Include ACASS number in

In Section 10 of the SF 255, describe the firm's overall design quality
management plan, including management approach, coordination of
disciplines and subcontractors, and quality control procedures.
