wallace.adcox@mms.gov. The Minerals Management Service (MMS) has a
requirement for engineering services in connection with the Liberty
Prospect. BACKGROUND: BP Exploration (Alaska) Inc. (BPXA) submitted a
Development and Production plan (DPP) to the Minerals Management
Service (MMS) for development of the Liberty Prospect. The Liberty
Prospect is located in Foggy Island Bay, which is about 20 miles east
of Prudhoe Bay, Alaska, in the Beaufort Sea. The project will consist
of a self-contained drilling and production facility on a gravel
island, about 6 miles from shore, with subsea pipelines connecting to
existing onshore pipelines. The Liberty Project pipelines are the first
proposed pipelines in the Arctic outer continental shelf. The MMS is
preparing an Environmental Impact Statement (EIS) for the Liberty
Project. A facilitated effort is ongoing with other permitting and
resource agencies to identify alternative pipeline system designs to be
evaluated in the EIS. The process will help the participants to develop
a better understanding of the design, construction, and operational
issues associated with subsea pipeline system alternatives. The
pipeline system alternatives that are identified will be developed by
BPXA, and a report generated. The report will be reviewed by an MMS
contracted engineering firm. The review shall consist of evaluating
design completeness to ensure that the design, construction, and
operational issues have been addressed on an equitable basis. The
review work is expected to begin in mid-September 1999 and shall be
required to be completed within two months. This will allow a
preliminary daft EIS to be available in December 1999 for review by the
permitting and resource agencies. BPXA will prepare a report on
Alternative Pipeline Systems for the Liberty Project. Expectations are
that the report will include at least four pipeline systems developed
to a conceptual engineering level. These four pipeline system
alternatives are expected to include: 1) Single wall steel pipeline; 2)
Pipe-in-pipe system; 3) Single wall steel pipe inside High Density
Polyethylene (HDPE) sleeve; and 4) Flexible pipe system. STATEMENT OF
TASKS: The contractor shall provide an independent review of the
pipeline system alternatives. Evaluate design completeness to ensure
that the design and construction and operational issues have been
addressed on an equitable basis for each pipeline system alternative,
including: 1) Review the appropriateness of pipeline design objectives;
2) Review the pipeline systems design basis; 3) Review the adequacy of
the environmental loading conditions used; 4) Determine if the
conceptual pipeline design objectives have been achieved; 5) Review the
proposed construction methodologies including constructability,
potential environmental effects, and schedule; 6) Review cost estimates
for each alternative; 7) Review operations, maintenance, and repair
issues each alternative; 8) Review the evaluation of technical merits
for each alternative; 9) Prepare a report summarizing the findings of
the review; 10) Provide an intermediate and final draft work product of
MMS review and comment; 11) Prepare reports in a format usable by lay
people; and 12) The review work is expected to begin in mid-September
1999 and shall be required to be completed within two months. This will
allow a preliminary daft EIS to be available in December 1999 for

offshore pipeline expertise; pipeline Leak detection expertise;
pipeline failure analysis expertise; pipeline construction expertise;
pipeline operations expertise; pipeline repair expertise; and pipeline
cost estimating expertise; (3) Capacity to accomplish the work in the
required time; (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules. THIS ANNOUNCEMENT IS
OPEN TO ALL BUSINESSES REGARDLESS OF SIZE. The SIC Code for this
procurement is 8711. The estimated contract value is less than
$100,000. Selection will be made pursuant to the Simplified Acquisition
Procedures for A&E actions (See Numbered Note 24). INTERESTED FIRMS ARE
ADVISED THAT THIS ACQUISITION WILL FOLLOW FAR PROCEDURES IN GENERAL,
BUT DOES NOT FALL UNDER THE AUTHORITY OF THE BROOKS ACT AS NON-FEDERAL
